网上查找，需要做以下配置：
svnserve.conf文件修改前：

# anon-access = read
# auth-access = write
......
# password-db = passwd

svnserve.conf文件修改后：

anon-access = read
auth-access = write

一定要注意以下三个参数所在的行，前面不能有空格.
anon-access = read
auth-access = write
password-db = passwd
