微信成为开发者步骤：
1. 登入测试帐号 微信扫描登入

2.填写微信测试帐号公众平台信息 接口配置信息 url 需要是公网可以用访问的url，将以下文件 传进url的服务器 名字要改为index.php
index.php中的define的token必须是微信公众平台的token 。
3.在微信公众平台点击 提交申请 申请成功 完了可以删掉index.php
